Variation in Culture Effects Technological Adoption

I think it is fair to state that culture has a great impact on the effects of technological adoption.  Sometimes it seems technology is pushed on cultures because of the norm.  Different cultures have different beliefs on what is acceptable within their culture.  There are many cultures that do not accept technological advances and do not wish to further their experience (for example, some religious organizations do not use technology within their daily lifestyle; they would rather utilize their natural resources).  Should these adoptions be forced due to the norm?
